A task becomes eligible when its dependencies reach the state required by the specification. That may mean implementation, qualification or integration, depending on the work.
Keep ownership explicit throughout an attempt
Heartbeats renew a worker’s lease. Expiry makes unfinished work available for reassignment, while fencing prevents stale workers from submitting results. Once a submission is accepted, separate custody records preserve it.
